Yes, most of the people signed in there actually use it. We just stay logged in 24X7 and only check it from time to time, so you can't expect an immediate response in most cases. Most people tend to connect, ask a question, then sign out within 5 minutes of not getting a response. Normally if you ask a question and just leave it logged in, eventually you will get a response, or you can try asking again later and maybe you will catch someone online.
The main IRC channel is used for regular players, but there are other channels used for specific things like different servers or for the devs to discuss stuff (though normal players aren't supposed to join any dev channels unless they were invited there by a dev).
Generally, IRC stays fairly quite, though there are burst where lots of activity is going on in them.
