Default Faction question

I have been playing around with govtcheese's faction table trying to recreate all the hate modifiers to reflect the real EQ. Can someone tell me how the opposing factions are determined? Are they hard coded in to EQ or can I set it somewhere? I have looked through the database and can not find a field for this if there even is one. My problem is, I can get guards to assist me when I bring certain mobs to them, others they just ignore. Example....Qeynos guards will help me when I bring a gnoll to them, but not a rat. If I create a new faction called RAT, and set the qeynos rats to that faction, the guards still ignore them when I bring them.
Any help is appreciated.
