PSO .QST Files

Anyone know how to view and edit Phantasy Star Online quest files? Here is one www.members.cox.net/fatesdestiny/battle01.qst , mabey someone can play with it and figure it out. let me know , thanks

Here I'm thinking its a text file, then I see its not plain text. I dunno, unless theres documentation of the file format somewhere I dont think so.
