Default Can I run a local server with a unpatched version of eq?

Before I ask this questions I just would like to say:
1. I have been searching through posts to try and find an answer to this and I am still not sure.

2. I am aware that there the no file distribution
policy here.

3. I only want to play on my local machine.
-Now-

I am aware that if I install eq and patch to the latest version that I will not be able to
play any version of the emu. (Please correct me if I am wrong.)

Is there any version of the emu that will play on an unpatched (fresh install) version of everquest.

I do not mind if it is old and buggy. Any help appreciated.

*corrects*.. 0.3.4 does work with latest patch but is it buggy.

There is no version of EQEmu that works with an unpatched EQ.
