I think VZ/TZ is supposed to be pretty close to live for Kunark and Classic EQ expansions. Other than that, I think PEQ is the only other one. Any other server would most likely just be running the standard PEQ database and none of them would compare to actually playing on PEQ IMO. You don't want to play on someone's server that has only been up a week, work your character up the hard way and then have them shut it down in a month. PEQ has been up for years, so the hard work isn't at risk like it would be on many other new servers.
If you normally play on PEQ and are looking for a substitute while it is down, you are better off playing on a fast paced server IMO. Because once PEQ comes back up you should go back to it, and not much use spending a day to get to level 20 on a PEQ copy and then go back to PEQ when it comes back up. This is by far the longest time I have ever seen PEQ down. They have one of the top uptime rates on the entire server list. Don't switch servers permanently just because PEQ has some freak outage :P
