GM Levels

Hello

I was looking at the GM Commands page and see the different statuses and what commands they get.

I have a question on this though, it appears to me via my DB that newly created accounts start with

Status 0

and according to the GM Commands site, that gives the ability to search for items and summon items.

Is this the way it actually works, and if so is there a way to make characters not have any commands when first created.
