The highest account status to have full access for everything is 250. Setting it lower than that will limit command access. But, getting the not implemented yet message should be unrelated. That command is one of the most basic ones, so I am not sure why you would get that message. What version of the emulator code are you running? And do any other # commands work for you? If you want to see what commands your level of access has, you can do #help and it will list them all. You can also do "#help summon" to search for all commands that include summon in the name or description.

I don't use any custom code anymore , so when you download source code from my site you just get a package with the same SVN source, and an additional folder with the optional bot makefiles and exp.cpp (for CON_XP_SCALING).
The windows executables I have posted are custom because it has the bots and CON_XP_SCALING added.
The command table is a copy of the PEQ command table, so it's roughly the same (void a few adjustments)
