World Connect Error 10061

When I start my Serverstart.bat file, I get this error on eqlaunch.exe. I'm not sure why its doing this. Can anyone help please? Thanks.

Is your world server up and running before the zones try to boot up?

Not that I'm aware of, I'm not sure how to check it. I run ServerStart.bat and this happens when eqlaunch.exe tries to initiate. I used the guide here:
