Unless you are using VMWare, or you have multiple machines to run more than 1, you can't as far as I know. Though, even if you have more than 1 PC to run your servers, you can still only have 1 public server per IP. This is because your router will be forwarding port 9000 and that forwarding can only go to 1 of your IP addresses. Players need that port in order to connect, so your other servers with different IPs won't work.
It may be possible that you can run more than 1 server on the same IP/PC, but I haven't ever really tried that. Maybe it would work if you had 2 separate install directories for the servers and 2 separate databases for them to use.

Yeah I am trying to use it with 2 different databases, but world.exe of the first one will just crash when you start the 2nd server

Yeah, that is what I do. I run my second test server in VMWare so it is the same as being run on a second PC.

yeah but you will still need to do what Trev suggested using " VMWare" or second pc for the local one, I run 2 this way all the time no problems. I run 1 public and one private using 127.0.0.1

Try googling "vmware" and I am sure you will find your answer quickly. Basically it lets you run a virtual PC within windows and you can run any OS you want on it. I run a Linux server on my VMware, but I also have another VMware host with a Windows server on it for other stuff.
As for setting up mini-login, you just need to download the mini-login and read the readme file for instructions on how to set it up. Anything that isn't answered in there should be posted somewhere on the forums or in the wiki here, but most everything you need is in that readme.

Just a question about it, will it require a lot of memory or anything like that and affect the performance of my first server?

You can set it to use as much memory as you want, but you will want to give it at the very least 256MBs of RAM. And yes, it could definitely affect the performance of your main server if you run them both on the same PC, but running 2 servers on the same box will always have the chance to affect each other no matter what. It all depends on how heavy the load is on your server from players and how good the stats are on your server.
If you plan to have a high traffic server, then I would strongly recommend that your test server be created on a completely separate PC.

well my primary server basically sucks I guess. Usually 0 to 1 or 2 people on at a time, so I'm not too worried really.

Vmware is good and the standard, but I prefer virtual box.
