Default MOBs visible but can't interact with them

Is this normal behaviour for EQ EMU or is something wrong? The biggest issue I've seen is that sometimes a mob spawns and it doesn't move or anything. I can see it and click on it, but I can't interact with it at all because its not in range. My bots can't attack it and I can't hit it with a bow either.

I installed Angelox's repack and am using the PEQ DB.

Edit - Just a clarification is that its not a specific camp. I've seen this happen to everything from a hill giant to a fire beetle. Multiple zones. Other mobs in the same zone will be fine.

Sounds like you're missing the map files, or they're in the wrong place.

I've got some map files and I stuffed them into a maps folder in the PEQ DB folder. Is that the correct place?

I have actually experienced the same thing. All of my map files are in place. For example, with PEQ i've noticed with when you zone over into the Netherbian Liar from PoK, there are two mobs just standing there...you can click them but you can't attack them and they don't attack you even though they are 'scowling' at me. The rest of the zone is fine. Mobs are in place and path normally; it's just in a few select spots on some zones i've noticed this.
