Default Server disconnections - WAN

Hey guys, just went through the process to setup a new EQ EMU Server. I have been running a Private PW server for almost a year now and have had hundreds of users online without issue. Trying to setup this EQ server has been somewhat of a struggle. I have the server side working wonderful (although it crashes creating a bot) and am able to connect from the inside of my network without an issue. My buddy in England is unable to connect past the logon screen. I also notice an error with the quests when starting the zones individually (error about compiling the spells and using the defaults)

I have a dedicated LINUX (IPCOP) firewall that is forwarding one of five statically assigned IP's (and correct setup via external/internal DNS) to eq.hngamers.com

On my machine with external IP (173.14.59.241) I can connect to 173.14.59.245 without issue.

Wehn my friend tries he can get to the logon server and thne see the server running. An attempt to connect to the game after that fails. If he connects to the VPN tunnel then he can get onto the server without an issue.

Current Setup
Windows 7 - 32
4 GB of ram
Ports Forwarded to my internal host 192.168.12.101 from the external IP 173.14.59.245
5998 - Logon server - eqemulatorlogonserver.exe
7000-7200 - zone servers
9000
9080

Items Attempted
Forward Ports 1-65535 TCP/UDP to the EQ EMU server from the external IP
Verified firewalls are off
Connections are possible when connected to the VPN tunnel

I have noticed a lot of other users with this and a few who indicated they dropped the windows server in favor of a linux server and having a lot better response from this. My PW server which is going away, currently resides on Fedora Core 12... Would it be better to dump the windows server and move to linux?

Good luck to you as well :P Aion is a cool game that would probably be much cooler as an emu where people could make it not so grindy. Unfortunately, it will probably be at least a few years before the emu for it is ready for playing with most systems functioning, if it ever makes it that far before closing the project or getting a cease and decist from NCSoft.
