Model & texture viewer to make custom npcs

Hello, I am looking for a good tool to view models with textures or maybe a list of what each texture is like hair color, beard, etc. A viewer is really needed if one exits for making custom NPC's. I can use trial and error but it wastes a lot of time. I would like to customize how an npc looks before I spawn it. I know George's custom npc editor is about the closest thing I could find but at least for me, it does not show all the textures in the viewer and then it does not allow you to see or change hair color or style, facial hair color or style, etc. It would be nice if you could also see how the weapons and shield look on the model.

Does such a thing exist at this time or is someone maybe working on one?

I have searched the boards and google but I cant' seem to find anything that does all that. If you know of one, please share!
