Simple, Devs aren't always technical writers. If some people want to volunteer to keep docs up to date, I'm sure the devs would let them. However constantly rewriting a readme on something that gets tweaked and changed almost daily is a lot of work.
The EQEMu team has done a pretty damn good job of making this project simple to setup and use in its default state, and a LOT of information is on the boards somewhere (search feature is your best friend).

Most likely to take a load off the devs. They're trying to keep a fully-functional login server supporting most of verant's current capabilities running at all times. The minilogin is more for testing and internal support, and the latest version supports really all you used to be able to get out of the public login.
