Need help please! Had a long hard time with this!

Hello!
I got problems with error 1017.
I have read many probs about it but nothing seem to fit this one.
I got my server locked. I have done everything as I was instructed to. I got errors in World.exe saying problems with LoadZone*something
Same with items...
Im trying localhsot version...
Please help!!!!!
