Default Was quest getting an update?

I'm almost ready to start adding quests to my new database but think I read somewhere that the quest engine was about to be updated? I was just wondering if this is correct so I don't go too far down the wrong path.

If it's not so and someone has a list of the commands and syntax they could divulge i'd be grateful - if not i'll delve into the forums as I recall a post a few months back somewhere that had it all.

I have an updated WesQuests that I'm looking to shoot in sometime soon. It has multi item turnin, faction checks, item returning upon not wanting, and a bunch of new effects.

Oh you angel that sounds great !

May I also make a wee request too.... As well as a minimum faction check, I have a few ideas for some scripts that would require a minimum skill - these are tradeskill quests which would boost your skills but I would not want for example: A master baker to inadvertantly lower their skill to average...
