Whoa. ZEMS are doubled

I noticed all of the ZEM's are doubled in the zone table of the latest database, and I'm curious what the reason is. Is this a reflection of what's happening on Live? Not a huge deal, I can just halve my XP rate in the rule table, but I was wondering what led to this development.
