Default Zoning and Questing problem

I have been able to login in fine. I can create a character, zone into the starting city, and I can even sys op zone by using the #zone command. If I try to walk into a zone however, I get a message saying the the zone is not yet ready, please try again later. Has anyone else experienced this? Also, has anyone had a problem with NPC's not speaking to you (i.e. giving quests)?

5 zones start in the boot5zones.bat. I'm the only one playing on my server.

zone lines can be kind of screwy at times. Your best bet is to just #zone everywhere.
