Default Can't get past Server Select Screen

I'm trying to run eqemu locally so I don't have to connect to the internet. I am completely lost on what to do. I am running Win 98 and the most up to date version on mysql. I did a fresh patch to my EQ and created a copy in another folder. I created the eq database and sourced the db.sql file fine. Then I used the admin tool to give eqemu user a status of 200. I start the minilogin server, then the worldserver, then the boot5zones.bat. Everything says it connects fine.

I have been using the eqgame.exe patchme method to connect. I tried getting eqw.zip file from the site listed here but the website seems to be down (Been that way for days). If anyone knows where I can get a copy I would appreciate it.

When I go to login I use eqemu eqemu. I then see the server select screen showing my server with 5 zones up. I select connect and it loads all the setup. Then once it is done instead of seeing the character select screen I get an error 1017. It says it could not connect to the everquest server and I might need to patch. It then sends me to the server select screen again.

I was curious to see if it was just my server settings so I created an eqfrags account and changed the hosts file and loginserver.ini accordingly. I got to the server select screen and selected someone elses server that was listed. Same exact error occured. Please help...
