Packet Collector?

This post is in regards to Merth's Tutorial on reverse engineering.

Could there be a packet collector on the way for common folk like me? I'd gladly operate one.

I assume that if you can decrypt packets, you would just like to collect packet data from a host to learn why it does what it does so that you can add new features.
