Default (Error in LoadNPCTypes) here is the list of what i am doing

So, do you have a DB.ini and LoginServer.ini file ?

cd into the directory with db.ini and loginserver.ini when you run the programs.
That is, instead of

C:\path\to\ini\files\world.exe

do

C:
cd path\to\ini\files
world.exe
