Default Academic question about user levels

This question is merely academic at this point, as I don't have a fully working server yet, but I thought I would put this out to the forum. I took the time to setup a server using 0.4.4 recently, knowing full well that I could not use it. Why? Mainly because I am silly like that. I also thought if I could get it setup properly then moving to 0.5, when it becomes available, would be less painful. As I was perusing the forums I ran across the definition of the different user levels. I have noticed that "normal user" has the ability to give themselves items, AA points, etc. When I run my server, I would like to make the gameplay a little more like the real EQ. Is it possible to allow users to play on your server, but not give them the ability to do these things. From what I can tell it seems that to allow a user onto your server you have to make them at least a "normal user". Is that the case? If so, is there anything in the possible future where there might be an option for less privileges for the standard user? Thanks ahead of time for any words of wisdom you can throw my way.

All you have to do is edit the Addon file in the Binary folder,
You have totle controle over who can do what.
