Excessive bandwidth lag in heavily populated zones 5.2dr1

Zone into arena and everything is fine, any empty zone is fine..

Zone into sebilis and over the course of 15-20 sec my bandwidth counter jumps from 300 to 15000 and stays there.

Tried various datarate settings, no effect


Im using newest release with modified tcs db

Just to make sure it wasnt my server i went to another with almost same setup and identical results.... (he was using 5.2dr1 but older db)

Chardok is bad, strangely enough blackburrow is fine.... perfectly fine... boy i cant figure that one out..
