Default mindmg, maxdmg questions

I notice some npc's with mindmg and maxdmg set to a non zero
value, some with either mindmg or maxdmg, and some with zero
value in both places. The ones with zero values dont seem to
be too broken from what I have seen. What is the expected
behavior of npc's who have these fields set to zero? Should they
be hitting for any random amount of damage? Does the level
of the npc have anything to do with it?

npcs that have a 0 in those fields use a hard coded formula for determining min/max hits.
