Eqtime.cfg?

Yes i know it is unrequired and you should just ignore it so why make this post you ask? I'm just curious what this file is exacty, along the lines of what does it do and why you dont need it?

(Also of course, please do not post any links to it or where to find it cause that could get you banned as that is warez in any form. )
Just thought mabey i would add that in there so mattmeck wont have to edit any post in here later
