Robe of Burning Rage effect

The quickness on the "robe of burning rage" doesn't proc. I assume that this is because you can't "proc" a robe in battle since you don't swing it. Is this just a temporary effect to be changed to a targettable cast? That's my hope.

I'm so glad i didn't quite get enough points to buy the black panther tunic, this robe pwns that piece of trash=).
