Correct opcode for OP_Petition in 6.1

The current opcode in the file may be wrong. If so, any player petitions are going to thin air and not to your database.

To put this opcode in the file, edit your opcodes.conf, and look for the line that begins with OP_Petition=

Change the value after the = sign to that above.
