Keep getting disconnected, now the server is locked

personally i'd like to know what is going on, i'm on this server for the first time ever and all of a sudden i get disconnected twice (i doubt it's my connection seeing as i'm on a 5megabit cable connection) and now i try to get on again and the server is locked

what gives?
