Thurgadin Tribute Bug

Not sure what's causing this erroneous error but when I zone to Thrugadin using the #zone 115 command I get this error (not sure if appears during normal zoning).

It's the only zone I have seen that does this.
Item temporarily disappeared, and reappeared upon zoning.
Tribute didn't change.

Pertty harmless just weird.
