New Races Equipping Items

I was looking through the Server Source code and found where the races are defined and what not but I don't see how it gets the information.

Is this all defined on the client side?

If it isn't, I was wondering what steps I might take to add another race from the current races so that it can equip items (not talking about being able to select it, just making it so like, for example, if a player became an elemental (race 75) in-game, he could still equip items or even equip items for the elemental race).

I've been looking into it, but I haven't found anything helpful as of yet.
