Archery damage

Did something change in archery damage in one of the recent releases? I have a level 59 ranger using a Deathwind Bow and 11dmg arrows who is only hitting for 23 and critting for 46. The bow is a dmg 84 dly 25 bow (yes I modified the reqlevel to allow him to use it.)

He also has level 3 archery mastery. I would think the damage would be higher than 23 with 46 crits.
