Making a new NPC with a new quest?

Maybe this is a stupid question but I'm a bit lost here..

I changed a NPC all around (new name, etc) and created a new .pl file for its quests by copying the old .pl file and renaming it to the new NPC's name, but after server reboot and everything the new NPC doesn't respond to hails.

What am I not doing?
