Default How to ensure my zone ports are being used?

I am very unfamiliar with dos commands and such but basically my problem is..


My server is up and running fine, and people can log in.
Unfortunately, they can't get past character select because for some reason port 7000-7100 seems to not be being used. When I go to canyouseeme.org and test port 7000, it says connection refused, which to my understanding means it is forwarded but is not being actively used?

That's odd, because I have my server up and running and can even see this in the server dos window:

[Debug] [WORLD__ZONE] [1] Auto zone port configuration. Telling zone to use port 7000

So, is there some sort of command I can use to make sure 7000 IS actually being used or something? What would you recommend I try?
