Server was Unable to Find a Free instance ID

I am getting a message in-game when clicking on a potimea -> potimeb statue in red text:

Server was Unable to Find a Free instance ID

Here is what has changed since this message began appearing:

1) Reinstalled Windows 7 on computer

2) Reinstalled Server and DB from backups

3) Reinstalled same versions of Perl, Visual Studio, and others that were on previous working setup

Another unexplained change is that buffs are now disappearing when zoning wither through normal zoning proceedure or by using #zone [zone]

So it is basically the same setup, just reloaded from backups.

Server is on a Windows 7 - 64 bit machine
Client is SoD

Any thoughts would be appreciated. Thanks for your work and continued help.
