Please help :1017 with Router

Hi, I cant get my computer to communicate with... well it'sself

I want to run a server on my comp and play it on my comp and play with my friend over the internet.

I have a Dlink wireless router and My computer is at 192.168.0.150 and my ip is forwarded through eqice.noip.org.... uhm... well here are my files..

I have Windows ME, if that helps...

Well thats about it, I Just use the online login server because... well I cant get my server working. I dont want to over complicate things.

I would really really like to start my own server so I can do all the things I could never do on the online version of eq... HAve a lvl 60 char... all spells... etc... PLEEEAAASSSEEE HELP!

BTW Basically everything connects properly world.exe and The zones... but when I try and connect it just tries...tries....tries.... FAILS....
Please help me I really want to host my own server.

(and dont say this is just like the other because it is not, all the others were in general... and in basic situations, this is more spacific.)
