Default database refreshing

Hi, I run Oz's world server, I have been able to figure most out on my own, but I have a question now, lol, ok after i edit something in my database and I have my server running, is there anyway to update the server to my changes, other than restarting server?

The database is read when the server boots (be it world or zone) I believe, and isnt read on the fly from what I understand, so the answer is no.

I could be wrong and I'm sure someone else will pipe up with a more correct explanation.

Database zone changes (spawns, etc...) will refresh if you leave the zone and come back (assuming you are running dynamic zones and not statics) In other words, reboot that zone and it should be fine. Moving spawns from A to B will update with a #repop without leaving the zone.
