Default static servers on guildwars

correct me if i wrong but the static servers cannot be free'd to pick up another zone if they are empty? right?
anyways looking through the list some of the static zones make no sense. for example.

permafrost is static, everfrost isn't. you can't even get to perma without going to everfrost so why make that zone static, makes more sense to be everfrost since it would aloow you to acctually leave halas, and get to perma and zone itno it if a bootable server is free or its up.

there are lots of static servers that may be better used for other zones. cause as of now there is a huge problem with travel when the servers get full.

examples.
can't get from kelethin too steamfront cause the servers are full, yet crushbone is static and usually empty.

oasis and hate are static, you can't get to either though since nro and sro are not static so if they're not up your screwed.


i dunno, maybe i'm wrong, but it just seems like some of the ztatic servers are serving zones that aren't needed as much as others. then again maybe i just misunderstand what the static servers are. correct me if i'm wrong.

because vox is in permafrost, cant have vox on a respawntimer if she spawns when someone goes into the zone
