Totaly lost

I downloaded emulator intstalled it. I can get to server screen but just get that 1017 error. I patched the eq files like iwas told and i still and unable to log to character screen. Do i make a character before i log onto a server or not . Not sure how this works. Any answers would greatly be appreciated.
