Default Updated Win9x-compatible 4.4dr1, and a new NPC spell list

This is an updated set of 4.4dr1 binaries which includes many bug fixes and improvements particularly in the quest code.
It also works properly with Win9x systems.

Some of the quest commands have changed a bit, they all need quotes around the data now. For example -
exp("500"), summonitem("13006"), givecash("1","5","0","0"), castspell("$userid","13")
Commas in say/emote text work properly now, as does the itemcount() command.

There are some bugs with this version, for example merchants charge 4x the amount of money they should (!). When/if
I get some updated files I'll post them here again.

Also I've been working on updating the npc_spells table, I've added spell lists for most classes and updated the
existing ones. This will be included in my next DB addon, however I've also uploaded a zip with the new npc_spells
data in, plus a .sql script to load them in (this works with any world DB, not just mine).
