Tasks not working

Greetings!

Just got the server up and running and everything seems to be working well, except that when I create a new character and enter the tutorial, I get a message of

Invalid TaskID 22
Invalid TaskID 23

and none of the NPC's give quests. They speak normally and respond to [commands] but nothing goes into my quest window. Looking for some help please.

I setup the server by following the COMPLETE PUBLIC SERVER SETUP - Jan-2011 guide, and didn't see anything in there about enabling or setting up a task system.

There are zonename folders in my quests folder and in there are NPCName.pl files. I also copied the plugins from my quests folder to my c:\eqemu\plugins folder.
