Perl to repop a zone?

Looking to do:

Hail a mob, ask him to go he spawns a couple things elsewhere and sets a timer(maybe a global, so someone can say "one already in progress"

after the time has completed, repop the zone.(will only be the trigger mob, who is on spawn table...and the spawned mobs)

Maybe, also a way so that the person who set the trigger can say "reset" or something if it buggs out?
