Hailing doesnt work :S

k, helpless newb here...
this is probably answered already but in game whenever I hail an NPC all they do is turn towards me and bounce and say nothing. Therefore, I cant activate any quests like turning in my registration letter, for example...

It depends if the server owner makes the quests.

Quests do work, you jsut hve to hail the NPCs that have the quests. The quests are not at all the same as on live, they are whatever the server owner decides to write. Some servers have tons, others have almost none except essentials like soulbinders.
