is there a way to run the emulator with a previous version of EQ before luclin? Or would I have to use a previous emulator for that?

yes, 0.9 supported nonSoL only. You could also bypass the login server and have your own private, but Internet accessible.

But, the changes that have happened really makes 0.2 and 2.1 (I haven't tried 2.1) more worthwhile. For the small price of the login server method now you can have complete SoL support.

And I am sure that eventually there will be login servers available so that other nets can be created. The minilogin server is just a short term patch to get people going that don't want to go through the gotfrags login server.

I'm not sure exactly what you're asking, but I have Kunark and run 2.1 just fine, I think it is just a matter of having the game patched up to the latest patch
