Help with Flagging...

I have my server up and running, but now when I try to flag it by the directions of the 'readme' it doesnt work, my friend says it shows up with 2 servers, a locked and unlocked one. I used the run, command, cd c:\eqemu, world.exe flag name 200, alone, and with world.exe, Any enlightenment would be appreciated.
