The File is Simply missing.... Where can i find it. or is it even important? I just dont like seeing the [ERROR] Sitting there, it feels incomplete

Don't worry, this file is not required, but here if you really need it make one and paste this in it:

What do all those numbers mean? Is one for my UTC offset local to me?

I believe that if the file's missing, then the first time you boot up and cleanly shut down the world server it creates the file.
