Temporary fix, as seen in another post:

I just set the charmfileid field in the items table to 0 for the Intricate Wooden Figurine charms and the Wayfarers Brotherhood Emblem augment in the DB. This made the stats appear and take effect.

But, I would eventually rather fix the problem than hack it off like that.
