Default Windows Login Server Trouble

I've spent most of this evening trying to get an EQ Emulator server installed on a Windows machine. It all went smoothly except at the very end. When ultimately trying to connect to the login server, I can connect, except it goes to an empty server select screen. Oftentimes, the expansions bar will say 0/7 expansions enabled, although all 7 are. I have tried connecting to various hostnames such as "newlogin1.eqemulator.net:5994", "newlogin1.eqemulator.net:5998",
"eqemulator.net:5994",
and "eqemulator.net:5998". All seem to produce the same result. No servers are listed as available. It appears everything else is running properly for the server.

I am also having trouble with the server registration utility on the EQEmu main page. All attempts to register a new server result in "Invalid Activation Key". I use the value xxx in "You are using 0 out of 1 of your accounts.
Account Key: xxx". Perhaps my two problems are related.
