Does this NOT work?

Can anyone verify this command doesn't work with 6.1DR1 perl enabled?

sub EVENT_SAY {
if($text=~/hail/i){
quest::ding();
}
}

I have tried every combination and this doesn't work, no sound. Anyone know?
