Default Aren't we all n00bs? =)

I have some limitation questions.

First, if I go out and buy titanium, and make my own server to play with my friends, is the base server 0.7.0 complete with standard fully populated npc's, merchants, and mobs? Or would I have to manually create my own encounters?

Second, is it easy to manipulate things like mana regen and hp regen in a percentage manner? I think the reason why characters take FOREVER at higher levels to level in the game is the fact that it can take you as long as half an hour to regen mana from empty to full (granted last time I played was Luclin). If I can tell it to increase hp and mana regen by say 10 folds across the board, it should make leveling up, much faster, without the negatives of not killing enough creatures to get drops, or not having enough money for spells etc...

Third, is there much of an issue, running the game on the same computer you are operating the server on? Or do you have to make the server computer a dedicated system?
