Help with database?

On the server setup guide (EQEmu 0.7.0-845 with MySQL 5.0.24) at the part where it says to set up the database for PEQ (\u peq) is where I'm stuck. When I try to run it in cmd, it tells me it isn't an internal or external file. So when I try to execute the files in the MySQL Query Browser, they fail to execute because I dont have a database. Any ideas on how to get this to work? Thanks
