"Zone not available"

I recently had to redo my server. Everything works sofar, except, when I try to log a toon on to the server, I get the message "Zone not available". It does that with all starting zones. All maps are in the correct location, and I'm using the correct number of zone starts. I didn't see anything in the forums about this, just other problems with zones, so any help would be appreciated.
